Whilst I agree that sometimes CaRT's stoppage notices don't always appear to give much information, I can tell you (since I was the one who reported the problem to CaRT) that the problem at Grants Lock on the Oxford Canal was that the bottom gate wouldn't close fully.

Investigation with CaRT staff indicated that something was stuck on the cill but at that stage it couldn't be moved and we didn't know exactly what the nature of the obstruction was. So rest assured there was no danger and CaRT weren't hiding anything.

Not evicting 41 families
