Stoves not such a problem

Smokeless zones were introduced after a series of serious smogs in the 50's, which caused many deaths. Boats were specifically excluded.

A few smoky stoves might cause a local nuisance, but not a general risk to public health. This may be covered by more recent legislation, and would be treated similarly to noisy neighbours, barking dogs etc.
