I have no wish to add to the grief of those who have lost their loved ones to the Avon in Bath, but I would not have thought that 18 steps down to the river for a memorial is a sensible idea.
A memorial would surely be better away from the river, as others, leaving night clubs in the early hours after a 'good' night could be well tempted to take to the 18 steps down to the river.
I only hope that at the bottom there is something more substantial than the railings that have been erected along the river that seem of little deterrent to the revelers, resulting in such tragedies.
