Email: Turning a blind eye?

I have just replied to an article in the forum about people dumping their boats by the towpath to save marina fees, telling about one I noticed.

I agreed that a boater moving his boat from location to location every few weeks could save himself over a thousand pounds on marina fees, especially with a decent size boat.

Mentioning the seemingly total lack of interest by CART to this activity, I forgot to mention that perhaps CART is worried about the falling number of boats should it start taking real action and clearing them out.

'Face' is all important, as the silliness about visitor figures clearly showed, so it would not like to report that such is the popularity of the canals that there are less boats than the previous year, after all it has already admitted the number is down.
