Not so long ago, British Waterways' Sally Ash (Head of Boating—huh?) told a meeting of those concerned about allowing more new marinas that there is no quantifiable method to measure 'congestion'.

If she cares to discuss the measure with her hydrology unit colleagues, she should arrive at the conclusion that with the 'average' rainfall expectancy, reservoir useable depth, canal dredging profile and therefore water reserves on the Oxford Canal summit, together with those on the Braunston Pound, the congestion point has already been exceeded!

The other is to spend time at Braunston and Napton locks and observe or study the telemetry flow and boat count data that comes off these locations—Simple!
