I too agree that the new rules will not be adhered to by some, perhaps even most, hirers, but if they reduce the number of accidents and increase awareness of the dangers, then they are a good thing.
It is also in the interests of the hire boat companies to do this because it will shift the responsibility firmly towards the hirer if an accident occurs as a result of the rules not being adhered to.
