While I do agree that some of CaRT's decisions are suspect, in the case of the graffiti it is certainly local scrotes doing the messing, so why should CaRT pay to have it removed?
CaRT have enough trouble keeping the canal network in any semblance of a working condition and to have to clean up after locals defacing their own neighbourhood is, I think, a bit rich.
