What does the stoppage notice mean?

MANY boaters have difficulty understand some stoppage notices, with Roger Fox asking what this one means:

'Please be advised that Lock 22, Fenny Stratford Lock, is currently out of use due to a health and safety issue'.

What does it mean?

Just what does this mean? There is an ongoing problem at this lock as the swing bridge over it is so heavy that it is almost impossible to move with a single person.

Its locking mechanism is so badly designed that it has never broken but again is so heavy to operate that it is often ignored. When we passed through about a month ago one of the bottom gate paddles was out of use, and this on a lock with a fall of about 15 inches!

[Then a stoppage notice appeared stating the lock had been re-opened.]
