To answer Iain Powell's question about the closure of the Oxford Canal, the canal will be leased to the contractor for 10 days and if he gets the job done sooner, he collects a bonus. More money gone from the maintenance budget!

Works a treat for the road repair industry; just look at the number of jobs that carry a large sign trumpeting the fact it was completed 'ahead of schedule'!

But....if the schedule was set by some incompetent nerk in the council, of course it will be completed ahead of schedule to collect the bonus.
