Please tell me as a licence paying,  constant cruiser, live aboard boater, of 23 years plus, that all the money I have to pay for a licence each year, (including the 5% year on year for five years increase to the licence fee, because we use more of the system than those who reside in marinas are paying for the privilege to contribute towards this sort of complete and utter ******* from our leaders at CART..... And be expected to believe it?

How many El Niño occurrences have there been since the canal networks have been dug and used throughout the history of the navigations? How many breaches have there been in non El Niño years?

This is a classic misdirection to expect the boating community to believe an atmospheric butterfly effect effect originating from off the state of Peru, is the cause, when obviously it is the lack of maintenance.
