Two planning refusals yet marina being built

PLANNING permission has been twice refused for a new marina at Knowle, yet work is now starting.

It was first in December 2009 and then again in October 2011 that planning permission for a proposed marina below Knowle Hill Locks on the Grand Union Canal was refused, (https://narrowboatworld.com/3674-another-marina-rejected) but now a marina entrance in being constructed.

First intimation

Canal & River Trust have warned that navigation restrictions apply 'during the construction of a new marina entrance' at Bakers Lane in Knowle, the first intimation of any construction.

The entrance in situated above Knowle Locks between Bakers Lane Bridge (68) and Black Boy Bridge (69).

We are unable to discover any notices concerning planning permission relating to a new marina.  Only the former ones and their refusals.
