Cameron's plan for getting a state funded organisation off the books on the cheap has been a monumental disaster.

Not a voluntary sector

It is not now a voluntary sector body, nor, given its history could ever be so.

They could call it .....ohhhh.....I don't know....something like.... BRITISH WATERWAYS!  Sounds better than CaRT, and regardless of much criticism the original BTC and BW did a lot more for the canals than CaRT has ever done (and almost certainly ever will do).

Might even have some proper workers looking after the system again.
