Terms state boat licence must be displayed

IN THE article 'Those boats should be licenced', writes Bill Ridgeway.
It is stated 'It is true that every boat ought to display a current licence but just because it is not displaying a current licence, does not mean that the boat is unlicenced'.
Terms not complied with
If a condition of licence stipulates that a licence should be displayed (and no exceptions are permitted) then if that licence is not displayed the terms of the licence have not been complied with and, therefore, whilst a licence has been issued and paid for, the boat is not licenced and it is the responsibility of the licensee to do so—including for liveaboards.
