Adult swans do not tolerate their own cygnets or anyone else, in their territory after the summer.

They chase them off the water in the autumn, are extremely aggressive towards them, and will injure them if they do not leave the area, which is more likely why this adult was remaining by the lock.

It does look more like a he, and my guess is that he is leaning over the gate trying to attack the cygnet, who would have done better to go out of the other end of the lock.
