A path for raising concerns

IN THE article 'Boaters furious at CaRT's new spending spree for visitors', writes Bill Ridgeway, it is stated: 'One thing is definitely for sure, this lot is not fit for purpose'.

Surely there should (must) be a path(s) for raising such concerns—especially considering that public money is at stake. That raises the question of how are such concerns raised and with whom?
