Problems with 'emergency' number

Yet again I am flabbergasted to read about what happens when someone dials the CaRT 'emergency' phone number.

How can the line have gone dead and dropped the call twice if it is supposedly routed to the West Midlands ambulance control room?

Someone drowning?

And for the operators there not to have heard of one of the country's major canals! What if this call had been regarding someone drowning or injured?

At this rate, it's only a matter of time before we're reading a much more tragic story about this phone line, involving loss of life. It would be interesting to know what CaRT thinking its liability would be in that scenario should a charge of negligence be brought.
