What on earth is happening?

THE reservoirs feeding the Tring summit of the Grand Union Canal are so full that they are overflowing, with our man on the spot actually confirming, yet the lock gates on the waterway are padlocked.

How can British Waterways explain away its need to padlock the gates of the locks, stopping boaters using them, when the reservoirs feeding the waterway are actually overflowing?  The photograph shows the overflow from the reservoir feeding the Tring Summit.

Stopping boat traffic

Our man has just examined the Top Lock by Wendover Arm junction at 3pm, and it is securely padlocked stopping all boat traffic.

Is it because the Grand Union Canal is is such a parlous state that British Waterways does not want boats using it?  That would make sense, especially with the move to CART imminent.

What other reason can there be?  The reason it gave for the restrictions was lack of water—there is no lack of water now.
