Who accosted the boater?

THE Clean Air Act 1956, Chapter 56, section 20, subsection 4, says that the Act does not apply to smoke from any vessel, and this applies to all inland waterways, writes Paul Robinson.

Anyone approached by someone who purports to be an official should ask them what organisation they are from , what authority they have, and what legislation they think is applicable.
