How arrogant is that?

So not only can CaRT fail to repair and keep the system anywhere near an acceptable level and produce highly questionable statistics to try to justify its existence, it can now fail to comply with the law but give itself dispensation. How arrogant is that?

CaRT seems to be an organisation populated with people who seem to be doing no more than playing at doing a job. We need an organisation which gets on with the job in a professional way and can take ownership of problems and responsibility for its actions, not a bunch of clowns (with apologies to real clowns).
