Wanted—a CART Charter

BOATERS are complaining that there does not seem to be a Charter available setting out the Canal & River Trust's obligations to boaters.

Is there a copy of CART's 'Charter' available online? Asks one boater, Howard Clarke,  stating he would like to read the 'onerous statutory and legal obligations', and writes:

The CART website gives no specific commitment to boaters or other groups, there are just wishy-washy generalisations to 'visitors'.

I can't see a commitment to keeping the navigation open or fit for purpose, just references to maintaining the towpaths and adjacent areas for visitor interest.

Is it focused on providing a very large waterways museum or providing a viable transport system? Is it required to?

What degree and standard?

Maintaining bridges, locks and towpaths but to what degree and standard? Do the canals need dredging and other works? Is there a commitment to keep the 2000 miles navigable?
