Are Canal & River Trust trying to save money or just incompetent?

Just done the Quoisley Lock on the Llangollen with the new gates fitted, and nice gates they are too.

In fact they're very nice gates. The problem is, there are no handrails fitted (is this to stop you stepping across?) and the paddle winding gear is going rusty already as there is not one iota of grease to be seen anywhere.
