A stoppage—or not?

An instance was the 27th May 2022 at Sutton Bridge on Weaver Navigation for instance that is out of operation as per the stoppage notice.

Manually or magically

Yet last Friday CaRT manually or magically—one or the other—was able to open it and pass the Danny Adamson through to the Anderton Boat Lift side and then close it.

So is it still a stoppage? I believe it is. A law unto them selves. A stoppage—or not?
