Was it a con?

WITH already six of the winter stoppages cancelled was the original list a con to impress the powers that be asks James Henry?

We are told that the cancellations were due to the impact of arising emergency works and resource to deliver them, but are not told what these emergency works are.

Give a reason

Usually CaRT give a reason if something is cancelled, but have not in the case of all these winter stoppage cancellations or the actual emergency works causing them, though it would be reasonably expected to do.

In all the years I have been boating I can't remember anything like this happening and it seems suspicious.
