Can we or can't we?

ACCORDING to the Daily Telegraph website people will be able to visit their second homes this coming Easter.
As our boats are our second homes—we do live in them—or at least did, and for residents they are certainly a home, this can mean we can stay on our boats during the holiday.
Road Map
'Roadmap says that on March 29th—second part of Step 1 out of lockdown—'people will no longer be legally required to stay home'.
But the newspaper adds the proviso:
Easter holiday at a second home in UK will be legal—but Downing Street says 'don't do it'...
UPDATE
The Telegraph changes its mind and now states: (Trevor Mapstone quotes)
Overnight stays in second homes will not be allowed until 12th April at the earliest.
This yet to be confirmed by the government.
