Let's unpick this a bit. He's justifiably annoyed by a stupid neighbour, and wants peace and quiet. Like many of us do. His neighbour is a pest, like some are.

But stupid and annoying does not correlate in any way with being residential, it just happens to be that idiot. If you were on a caravan site, you'd complain to the management about noisy neighbours. I assume Saul Marina has a management, so why involve us in this?

Apart from the Daily Mail whingers' idea that anyone who lives on a boat is some kind of hippy raver. I'm sure you don't think that.
