Why not done as winter works?

A REPAIR is needed to a lock on the Farmers Bridge Flight.

This is lock 11 on the flight that is in need of a repair.

Now closed

So the flight into and from Birmingham is now closed, Keith Gudgin reports, he asking—so why left until the season starts, why not done as a winter works?

Indeed, then as the season started a clear run would have been available, but now all we are told is that it is a 'repair' and the lock will be closed until further notice.

We are not informed of the form of the repair that is needed or when it is likely to be fixed.
