I have a very simple solution to this problem that I have successfully used on a footpath near to my home that is often used by cyclists who used to shoulder charge you out of the way.

I now carry a stout walking stick with me; this when poked through the front wheel as the lout passes soon brings the b****rs to a stop. If they protest, the riposte is "Oh sorry mate, you must have got a bit too close," and if they answer back, said stout stick can be quite a useful weapon. For self-defence of course!
