What is in the fuel line is in the gift of the boat builder so one can not comment. It may have a tap on one or both side of it but that is more like salty boat stuff than narrowboat. You should have a tap on the pipe running from the tank to the engine. Turn this one off.
Some Isuzus have a mechanical pump and some electric. If (from memory) you have a thing low down on the starboard side of the engine towards the front with an electric wire and two pipes on it then its an electric pump. If the boat has been modified and electric pump could be anywhere along the pipework.
If it has electric pump change the filter (fill with clean diesel) and clean the sediment trap (you probably will not be able to fill this) and turn the tap back on. Turn the "ignition" one and have a cup of tea. The engine should be primed when you come back to start it.
