A good way of slowing the spead freaks down would be for every boater to 'occupy' the section of towpath they moor at, creating a slalom of obstacles such as fold up chairs picnic tables or even dogs tethered to the mooring bollards etc, arranged not to block the path but to force them to slow or even dismount periodicly, this would surely dissuede them ?
