CaRT—a comic opera?

The article 'The excuses—for doing nothing' reminds me of part of the lyric from Gilbert & Sullivan's Iolanthe.

When Wellington thrashed Bonaparte,
As every child can tell,
The House of Peers, throughout the war,
Did nothing in particular,
And did it very well:

That was a comic operetta. The reality is that CaRT seems to do nothing in particular and does it very well.
